Ireland Stamp 4 Upgrade Calculator: 21-Month Check
Enter the date you started employment in Ireland under your permit and see how many months you have served, whether you have completed the 21 months Immigration Service Delivery requires, your earliest eligible date, and how many days are left.
Your Stamp 4 upgrade result
| Calculation | Value |
|---|
This tool measures calendar months from the start date you enter and treats the qualifying date as the same calendar day that number of months later. ISD does not publish a day-level convention, and the date on your Employment Detail Summary is the one that governs in practice. VisaGrade content is informational only and is not legal or immigration advice.
How This Stamp 4 Upgrade Calculator Works
This Ireland Stamp 4 upgrade calculator is built for one specific group: non-EEA nationals who hold a Critical Skills Employment Permit, who registered that permit as a Stamp 1 permission, and who want to know when they can stop renewing employment permits and move onto Stamp 4 conditions. The rule is not two years and it is not five years. It is 21 months from commencement of employment in the State, and the only reliable way to apply it is to count from a real date on a real document.
Three inputs drive the verdict. The first is the date you actually started working in Ireland under the permit — the date that appears on your Employment Detail Summary from Revenue, which is the document ISD says it uses to determine commencement. The second is the permit category, because a Critical Skills permit, a researcher hosting agreement and an NCHD multi-site permit all use 21 months, while a General Employment Permit and an Intra-Company Transfer use 57 months. The third is whether your employment has been continuous with the employer named on the permit, because a change of employer changes the analysis rather than simply delaying it. If you answer that you changed employer, the calculator deliberately refuses to produce a yes or no and explains why.
From those inputs the tool returns four figures and one written verdict. The figures are months served (rounded down to whole months, with leftover days shown separately), the qualifying period that applies to your permit category, the earliest date you can submit, and the number of days remaining. The verdict is one of three states: eligible, not yet eligible with a countdown, or undetermined because your employment history means the start point itself is in question. The last state matters more than it looks, and most calculators quietly get it wrong by assuming the clock always runs from the first permit.
| Output | What it means | How to use it |
|---|---|---|
| Months served | Complete calendar months between your start date and the check date, plus leftover days. | Compare directly against the 21-month requirement rather than guessing from your permit expiry. |
| Period applied | 21 months for Critical Skills, researcher hosting agreements and NCHD multi-site permits; 57 months for General Employment Permits and Intra-Company Transfers. | Confirms which threshold your permit category actually attracts. |
| Earliest eligible date | The calendar date on which the qualifying period completes. | Diarise it, then work backwards to the 12-week submission window. |
| Days remaining | Calendar days from the check date to the earliest eligible date. Zero once you are eligible. | Tells you whether you can act this month or need one more payslip cycle. |
| Verdict | Eligible, not yet eligible, or undetermined pending a document check. | Undetermined is not a soft no — it means the calculation cannot be trusted until you confirm your start date. |
The 21-Month Test ISD Applies to Critical Skills Permit Holders
Immigration Service Delivery runs the Stamp 4 upgrade, not the Department of Enterprise, Tourism and Employment. On its Stamp 4 upgrades page, ISD states that employees residing in the State on a Stamp 1 or 1H permission on the basis of an employment permit may be eligible for Stamp 4 upon completion of 21 months from commencement of employment in the State on the basis of a Critical Skills Employment Permit, a Hosting Agreement as a Researcher, or a Multi-Site General Employment Permit as a Non-Consultant Hospital Doctor. The same 21-month figure appears in the required-documents page, which states plainly: "You must have been in employment in the State for a minimum of 21 months on the basis of a Critical Skills Employment Permit and/or Hosting Agreement."
The word that carries all the weight is commencement. ISD says commencement of employment on the basis of an employment permit is determined via an Employment Detail Summary available on revenue.ie/myaccount. That is a payroll record, not a contract and not a visa stamp. If your contract was signed in September, your permit issued in October, you entered the State in November and your first pay period started in December, the relevant date for this calculation is the December one, because that is what Revenue will show and what ISD will read. Anyone counting from their permit issue date is counting from the wrong place and will usually arrive at a date that is too early.
There is a second wrinkle ISD spells out for people who did not begin on an employment permit at all. Where someone commenced employment under an alternative permission and later moved onto Stamp 1, commencement "will be determined by the validity dates of the employment permit under which the Stamp 1 permission was registered." That sentence is why the change-of-employer answer in this tool is not a yes or a no.
| Permission you are upgrading from | Months required | Source of the figure |
|---|---|---|
| Critical Skills Employment Permit (Stamp 1) | 21 | ISD, Information on Stamp 4 upgrades |
| Hosting Agreement as a researcher (Stamp 1 or 1H) | 21 | ISD, Information on Stamp 4 upgrades |
| Multi-Site General Employment Permit, NCHD (Stamp 1H) | 21 | ISD, Information on Stamp 4 upgrades |
| General Employment Permit (Stamp 1) | 57 | ISD, Information on Stamp 4 upgrades |
| Intra-Company Transfer employment permit | 57 | ISD, Information on Stamp 4 upgrades |
ISD adds a warning that catches people who assume categories can be pooled: in determining eligibility, the 57-month categories are not interchangeable with the 21-month categories. Time spent on a General Employment Permit does not top up a Critical Skills clock, and time on a Critical Skills permit does not shorten the 57-month wait for a General Employment Permit holder. Each route is measured on its own footing. If you moved from a General Employment Permit to a Critical Skills permit, ask ISD how the two periods are treated before you rely on a combined total — the published text does not authorise combining them.
Is the Stamp 4 Threshold 21 Months or 2 Years?
Twenty-one months is the test ISD applies; two years is how long the permit itself is issued for. The confusion is entirely reasonable, because ISD's own general stamp description says you may be given Stamp 4 after a period working in Ireland "with a valid Critical Skills Employment Permit for 2 years." That page is describing the pattern of the route in summary. The operative eligibility page — the one headed Information on Stamp 4 upgrades for Employment Permit and Hosting Agreement holders — and the required-documents page both give 21 months from commencement of employment in the State. When two pages on the same site disagree, the specific eligibility page and the documents page you must satisfy at the counter are the ones that decide your application.
There is a practical logic to the three-month gap. A Critical Skills Employment Permit is issued for two years. If your employment started on the day the permit took effect, the 21-month mark falls three months before the permit and the IRP card expire. That is the window in which you submit the upgrade and receive a Stamp 4 registration before you would otherwise need a renewal. If you wait for the full two years, you are applying at the point your permission lapses, which is the worst possible timing. This is exactly why the tool computes an earliest eligible date rather than simply reporting your permit expiry.
One consequence deserves a sentence of its own. Your Stamp 4, once granted on the Critical Skills basis, is registered for 24 months and is renewable — ISD states that Stamp 4 permissions issued on this basis are renewable every 2 years for the 21-month categories and every year for the 57-month categories. So the upgrade does not end the cycle of renewals. It ends the cycle of employment permits, which is a different and much more significant thing for your ability to change jobs.
Can I Apply Before I Reach 21 Months?
You can submit up to 12 weeks early, but only if you will have completed 21 months by the date your current IRP card expires. That is the sharpest edge in the whole process and it is buried in a single sentence on ISD's required-documents page: applications for renewal of permission can be submitted up to 12 weeks prior to expiry of a current IRP card, "however, only applications that meet the 21 months eligibility requirement at the time of expiry will be processed."
Read that against a concrete timeline. Suppose your IRP expires on 30 November and your 21-month mark lands on 20 December. You are inside the 12-week early-submission window in September, so the portal will accept your form and take your €300. But at the time of expiry — 30 November — you have served 20 months and 10 days. On ISD's stated rule, that application is not one that meets the requirement at the time of expiry, and submitting early does not manufacture eligibility. The safe play is to compare two dates before you submit: your 21-month date and your IRP expiry date. This calculator gives you the first; your IRP card gives you the second.
The reverse case is comfortable. If your 21-month date falls comfortably before your card expires, submit inside the 12-week window and you will be eligible at expiry with weeks to spare. If your card expires before the 21-month date but you have a renewal of your Stamp 1 in flight, you are dealing with a different problem — keeping lawful permission while the clock finishes — and that is a question for ISD or a solicitor, not for a counting tool.
What Happens to the 21-Month Clock If You Change Employer?
The clock is measured from employment on the basis of the permit under which your current Stamp 1 is registered, so a new permit registered as a new Stamp 1 moves your start point. That is the honest answer, and it is why this calculator returns "undetermined" rather than a verdict when you tell it you changed employer. Anyone who hands you a confident yes or no in that situation is guessing.
Two official rules sit behind the caution. The first is ISD's own sentence about commencement: where an individual commenced employment under an alternative permission and subsequently moved to a Stamp 1, commencement is determined by the validity dates of the employment permit under which the Stamp 1 permission was registered. A new Critical Skills permit granted for a new employer, and registered as a fresh Stamp 1, produces a fresh set of validity dates. On the published wording, that is your new base.
The second is the nine-month rule in the employment permits system, which is often mistaken for a Stamp 4 rule. The Department of Enterprise, Tourism and Employment states that a Critical Skills permit holder is expected to stay with the initial employer for a minimum of nine months, and that under section 18 of the Employment Permits Regulations 2024 a new employment permit for a different employer cannot be considered if less than nine months has elapsed since the holder first commenced employment in the State under an employment permit. Nine months is a minimum service condition for changing employer. It is not a qualifying period for Stamp 4, and reaching month nine does not make you eligible for anything except a new permit application.
Redundancy is the exception that gets its own procedure. A Critical Skills or Green Card permit holder made redundant must notify the Employment Permits Section on the prescribed Notification of Redundancy form within 4 weeks of the date of dismissal, and then has up to 6 months from the date of dismissal to seek alternative employment. If six months pass without a new job, DETE's guidance is that the person must contact the immigration authorities to establish their status beyond that period. If you are in that position, the 21-month question is secondary to protecting your permission, and the calculator's "undetermined" verdict is the correct signal to get advice rather than a date.
Documents the Stamp 4 Upgrade Application Needs
ISD lists six documents for a Stamp 4 registration on the Critical Skills basis. They are not optional and several of them are the kind of thing people discover they cannot produce at short notice — particularly the employer letter with a three-month freshness limit and the multi-year Employment Detail Summaries.
- The biometric page of your current valid passport — the page with your photograph, passport number and date of birth. Check the expiry date; a passport expiring soon limits how long the resulting permission can run.
- Front and back of your current IRP card — both sides, legible. The card shows the Stamp 1 registration ISD is upgrading.
- Copies of the employment permit or permits issued to you by the Department of Enterprise, Tourism and Employment, covering the full period you are relying on.
- Your most recent payslip — evidence that you are still in the employment at the time you apply.
- A letter from your employer dated within the last 3 months, confirming job title, location of employment, and dates of employment. Ask for all three explicitly; a generic "to whom it may concern" letter missing the location gets sent back.
- Employment Detail Summaries for each year of employment covering the duration of the permit or permits, downloadable from revenue.ie/myaccount. This is the document that proves the 21 months, so pull every year, not just the current one.
| Document | What the officer is checking | Common failure |
|---|---|---|
| Passport biometric page | Identity and the outer limit of any permission granted | Expired or renewal in progress with no new document yet |
| IRP card, both sides | That you are on Stamp 1 and when it expires | Only the front uploaded |
| Employment permit copies | The category and validity dates ISD measures from | Missing an earlier permit from a previous employer |
| Most recent payslip | That employment is current, not historic | Payslip older than the application by several months |
| Employer letter, under 3 months old | Job title, location, and exact employment dates | No location stated, or letter dated over 3 months ago |
| Employment Detail Summaries | That 21 months of insurable employment actually occurred | Only the current tax year downloaded |
What the Stamp 4 Upgrade Costs
The fee is €300. The required-documents page sets out the legal basis directly: Regulation 3 of S.I. No. 421/2025 — Immigration Act 2004 (Registration Certificate Fee) Regulations 2025 prescribes €300 for the purposes of section 19(1)(b) of the Act of 2004. The same page states that this fee can be paid by credit or debit card only, and that Regulation 4 of the same instrument lists the classes of person for whom the fee is waived. ISD's registration FAQ repeats the €300 figure for both registration and renewal and notes that cash cannot be used at a registration office.
| Item | Amount | When it is paid |
|---|---|---|
| Registration certificate fee, Stamp 4 upgrade | €300 | By card during the online renewal submission |
| Employment permit application fee | Not payable for this step | You are leaving the permit system, not applying for a new permit |
| Refund if the application is rejected | Fee returned | ISD states it will email the reason and return any fee paid |
| Fee waiver | €0 for listed classes | Only where you fall inside Regulation 4 of S.I. 421/2025 |
Do not budget for the fee as the only cost of the exercise. The real cost of getting the timing wrong is another employment permit application, another permit fee and another registration fee, because if you fall out of permission you are back to needing a permit to work. The €300 is the cheap part.
What Stamp 4 Gives You That Stamp 1 Does Not
The point of the upgrade is not the card, it is the removal of the employer tie. ISD's stamp conditions state that a Stamp 4 holder can take up employment and is not required to hold an Employment Permit, can work in a profession subject to the conditions of the relevant professional bodies, and can establish and operate a business. A Stamp 1 holder works for the employer named on the permit, in the role and location on the permit, and needs a new permit to move.
| Right or condition | Stamp 1 on a Critical Skills permit | Stamp 4 after the upgrade |
|---|---|---|
| Work for the named employer | Yes, in the role and location on the permit | Yes, and for any other employer |
| Need an employment permit to work | Yes | No |
| Change employer | Requires a new permit, subject to the 9-month rule | No permit required |
| Establish or operate a business | Not under the permit | Yes, expressly permitted |
| Access to state funds and services | Limited by permit conditions | As determined by the relevant department or agency |
| Reckonable for naturalisation | Counts within the scheme's rules | Counts — ISD states Stamp 4 is reckonable residence |
| Typical validity | Tied to the permit | 24 months, renewable every 2 years |

Who Cannot Use the 21-Month Route
Several groups read about the 21-month figure and assume it applies to them when it does not. The rules are category-specific, and the exclusions are stated as clearly as the inclusions. Being on a different permit is not a dead end — it makes you not eligible on this timeline rather than not eligible at all, and the route still exists at the 57-month mark.
- General Employment Permit holders wait 57 months, not 21. A General Employment Permit is the standard permit for roles not on the Critical Skills list, and it carries a much longer qualifying period.
- Intra-Company Transfer permit holders also wait 57 months. ISD lists them alongside General Employment Permits in the longer category.
- Anyone trying to combine categories. ISD states the 57-month categories are not interchangeable with the 21-month categories, so you cannot add a General Employment Permit period to a Critical Skills period to reach 21 months sooner.
- People who never registered the permit as a Stamp 1. The upgrade starts from being registered on a Stamp 1 permission on the basis of the permit. A permit in hand without the corresponding registration does not start the clock in the way ISD measures it.
- Stamp 1G holders, including spouses of Critical Skills permit holders. The Stamp 1G route to Stamp 4 runs on its own timeline — ISD states that after 5 years of Stamp 1G you may apply for Stamp 4 — and is not accelerated by a partner's 21 months.
- Stamp 2 students and Stamp 2A holders. Student permission is not an employment permit permission for this purpose, and time on it does not count towards the 21 months.
If you are in one of those groups, this calculator still works — select the correct permit type and it will apply 57 months where 57 months is the rule. What it will not do is pretend a shorter period applies because a blog post said so. If someone has told you a shorter period applies in your circumstances, ask them for the ISD page and the date. In the course of building this tool we searched ISD's upgrade eligibility pages, the required-documents page and DETE's Critical Skills policy document, and we did not find any qualifying period shorter than 21 months for a Critical Skills Employment Permit holder. The 21 months is the short route, and it is short only because it is limited to three permit categories. We have not stated any shorter period here because we could not verify one.
What Happens If the Upgrade Is Refused or Delayed
If it is refused, ISD emails you the reason and returns any fee you paid, and you stay on your existing permission. That is the sequence set out on the renewal page: if an application is unsuccessful and rejected, ISD will email to explain why, and will also return any fee paid. A refusal is not an deportation event — it means the upgrade did not happen and you remain on the permission you held, which for a Critical Skills permit holder means you still need a valid employment permit to work.
DETE's parallel wording is worth knowing because it describes the same outcome from the permit side: if you do not satisfy the qualifying criteria you will be issued with a Stamp 1 by the Garda National Immigration Bureau and you will still be required to hold an employment permit in order to work in the State. In other words, failing the 21-month test does not leave you without status; it leaves you with the status you already had and the permit obligation that goes with it.
Delay is the more common problem. After successful processing ISD states you should receive a new IRP card within 15 business days, and the renewal page publishes current processing timelines by stamp category so you can see where the queue is. If your card expires while an application is queued, ISD has issued an interim Notice to Employers covering employees who applied before their card expired; the Migrant Rights Centre Ireland summarised the July 2026 update as a 12-week grace period during which the person may remain and continue working. Treat that summary as secondary — check the notice itself or ask ISD before you rely on it with an employer.
What to Do Next: Order of Operations
Work these steps in sequence. Each one produces a date or a document that the next step depends on, and doing them out of order is how people end up submitting an application in the 12-week window that cannot be processed.
- Step 1 — Pull your Employment Detail Summary from revenue.ie/myaccount. Find the first pay period under the permit. That date, not your contract date, is what ISD reads. Write it down.
- Confirm which permit category you are actually on by reading the permit document itself, not your memory of the job advert. Critical Skills, researcher hosting agreement and NCHD multi-site permit use 21 months; General Employment Permit and Intra-Company Transfer use 57.
- Enter that start date and permit type into the calculator above and record the earliest eligible date it returns.
- Compare that date to your IRP card expiry. If the 21-month date falls after expiry, an early submission will not be processed on ISD's stated rule, and you need to plan a Stamp 1 renewal instead.
- Request the employer letter now, not in the week you apply. It must be dated within the last 3 months and must state job title, location of employment, and dates of employment.
- Download every Employment Detail Summary covering the whole permit period. One year is not enough if you have been on the permit for two.
- Submit through the ISD online renewal portal, selecting the Stamp 4 upgrade, inside the 12-week window before your card expires and once you meet the 21 months. Upload all six documents and pay the €300 by card.
- Keep working and keep the acknowledgement email. Expect the new IRP card within 15 business days of successful processing, and do not let the card lapse while you wait.
If you are at the very start of the process and have not yet registered your permission at all, use the visa document checklist tool to assemble the file before you travel, and the visa timeline calculator to sequence registration against your arrival date. Neither replaces the Immigration Service Delivery portal, but both prevent the ordinary mistakes.

Two things on this page are our own engineering choices rather than statements of Irish law, and they are flagged so you can discount them. First, the calculator treats the qualifying date as the same calendar day 21 months after your start date; ISD does not publish a day-level convention, so if your Employment Detail Summary start date differs by a day or two, that document wins. Second, when you report a change of employer the tool returns "undetermined" instead of a verdict, because the published rule ties commencement to the permit under which your current Stamp 1 was registered and we will not guess at how ISD will read a particular history.
Frequently Asked Questions
Can I apply for a Stamp 4 straight after 21 months on a Critical Skills permit?
Yes. Once you have completed 21 months of employment in the State on the basis of a Critical Skills Employment Permit, you can renew your permission under Stamp 4 conditions instead of applying for another employment permit. The application goes through the ISD online renewal portal, not through the Department of Enterprise, Tourism and Employment.
Is the Stamp 4 upgrade after 21 months or 2 years?
21 months is the test Immigration Service Delivery applies. The general stamp description on ISD's website says a Stamp 4 may follow a valid Critical Skills Employment Permit held for 2 years, but the operative eligibility page and the required-documents page both state 21 months from commencement of employment in the State. Diarise the 21-month date.
Do I still need a Stamp 4 support letter from the Department of Enterprise, Tourism and Employment?
No. From 30 November 2023 DETE stopped accepting applications for Stamp 4 support letters. Applications lodged before that date are still processed and the Registration Office still accepts those letters. If you never held one, you supply the six documents instead, including your Employment Detail Summaries.
Does changing employer restart the 21-month clock for a Stamp 4 upgrade?
ISD does not publish a rule that protects accrued time, so a change of employer can move your start point. ISD measures commencement of employment from the Employment Detail Summary and, where you moved onto a Stamp 1 later, from the validity dates of the employment permit under which that Stamp 1 was registered. A new permit registered as a new Stamp 1 resets that base.
Can I submit the renewal 12 weeks before my IRP expires if I only reach 21 months later?
No. ISD allows a renewal application up to 12 weeks before your IRP card expires, but states that only applications that meet the 21-month eligibility requirement at the time of expiry will be processed. If your card expires before month 21, an early submission does not create eligibility.
How much does the Stamp 4 upgrade cost in Ireland?
€300. Regulation 3 of S.I. No. 421/2025, the Immigration Act 2004 (Registration Certificate Fee) Regulations 2025, prescribes €300 for the registration certificate. It is paid by credit or debit card during the online submission, and Regulation 4 lists the classes of person for whom the fee is waived.
What documents does the Stamp 4 upgrade application need?
Six: the biometric page of your current passport, the front and back of your current IRP card, copies of the employment permit or permits issued to you, your most recent payslip, an employer letter dated within the last 3 months confirming job title, location of employment and dates of employment, and Employment Detail Summaries for each year covering the permit duration.
Does time on Stamp 4 count towards Irish citizenship?
Yes. ISD states that Stamp 4 is reckonable as residence when you apply for citizenship by naturalisation. It is granted for 24 months at a time on the Critical Skills basis and is renewable, and it is not the same permission as Stamp 5.
